About the constant attacks on Al Zahbi
Rughadjeen is the Skyserpent General of Al Zahbi, he is the leader of four other Serpent Generals personally charged by the empress with the protection of Al Zahbi. As the leader he is the ultimate authority on matters of national defense. The city is under constant attack from beastmen armies, all of whom are after a treasure called the Astral Candescence which is a mysterious treasure known for its melodic wind that invigorates those in possession of it. As such the Astral Candescence is protected in Al Zahbi behind a magical barrier. Each Serpent General holds a mirror which is a key to unlocking the barrier to get to the treasure. In battle he fights with a large two handed sword and he is also capable of casting protective magic.
Rughadjeen was not always the Skyserpent General though, it is a position that was given to him only recently relatively speaking. Two years ago he was a captain in the imperial army serving under General Missahd, a member of the royal family. Rughadjeen had gotten reports that the beastmen were preparing for a full-scale assault. He had tried to bring up his concerns to the General, but was brushed aside by him saying he would have to pass Rughadjeen's proposal on for consideration. Rughadjeen pleaded to the General that it couldn't wait and brought up a strategy to cut off the impending assault. However for speaking above his station he he was stripped of his position as captain and given punishment for disrespecting a senior officer.
After dutifully accepting his punishment, Rughadjeen returned outside only to be greeted by his former men frantically reporting of the beastmen attack and how they had managed to get inside the city gates. Knowing he was no longer fit to lead he had to tell his men that he could not issue any orders. They instead pointed to General Missahd who had just relieved him of his post running away from the battle leaving the city and its citizens to its fate. Angered at this injustice, Rughadjeen took up temporary command and lead the army into battle.
During the battle, he witnessed what appeared to be a young girl and a puppet running through the streets headed straight into danger. He tried to call to her to tell her not to go that way, but either she couldn't hear or ignored him. Not wanting to see her get killed he ran after her only to witness her puppet come out of a burning building with a small child in its arms. The girl didn't emerge from the building though, leading Rughadjeen to rush in and pull her out before the building collapsed. As it turns out, the girl he saved that night was none other than the empress herself. Her body guard came and got her, leaving Rughadjeen to the battle. Under his lead the army was able to successfully drive the enemies into retreating.
Despite his success that night, Rughadjeen was still punished for his deeds. He overstepped his authority taking temporary control like that and as such he was confined to the barracks. Again he accepted his punishment without a single word of protest. It was there he stayed until he got a summons from the palace for a meeting with the empress. Rughadjeen was so beloved by his soldiers the palace had been flooded with requests for his release. The empress recognized his heroic deeds of that night by appointing him the title of Skyserpent General and bestowing upon him a two handed sword said to be wielded by a great hero of Aht Urhgan long ago. As such he pledged his life to the protection of the Empire and the empress.
His first task as Skyserpent General would be to gather talented leaders, to prepare for future beastmen attacks as the empire knew there would be more attacks coming. His first recruit would be the hot headed Gadalar. A man he rushed to help when he heard of his plight. From there he recruited a talented mercenary named Zazarg, who also happened to be ex-captain of a foreign military. He also recruited Najelith, an amazing ranger of foreign descent, and finally Mihli who was a trained rebel assassin who almost killed the Empress. Despite their questionable backgrounds, they make for a nice group of misfits. All extremely talented and whose loyalty is unquestionable and with Rughadjeen's position he was fully qualified to make them all his fellow Serpent Generals.
Personality:
Rughadjeen seemingly always has had a strong sense of justice and loyalty to the Empire. Whether or not there was some turning point in his life that lead him to be this way, we do not know. These traits are present in him back when he was still a captain though. His strong sense to do the right thing and his quick wits in battle certainly turned the tide in what was perceived to be a lost battle once the beastmen had entered the city that fateful night two years ago. It also helps he has a good relationship with the men under his command. It was said when he returned to battle after saving the empress, jumping back into the fray was the boost of morale his men needed to succeed in pushing the enemies out of the city. It is most likely his tendency to fight right along side his men instead of just staying back and giving orders that leads to his men's trust in him. He's also one of the few generals who genuinely welcomes mercenaries (typically player characters) to fight along side him. Other generals dislike mercenaries because their loyalty can be bought with coin. Anyone who is willing to risk their lives for the protection of the empire is worthy of respect in Rughadjeen's eyes. These traits all together make him an excellent leader.
We do know Rughadjeen's loyalty to the empire was strengthened that night he meet the empress. Despite scolding her for her reckless behavior, he was impressed at the courage she showed to save that child from the burning building. He had actually gotten wounded on his arm from saving her which she bandaged up for him with one of her ribbons from her hair. His trusted attendant tells the player character that Rughadjeen often stares at the ribbon with contentment. The quest actually involves getting the ribbon back from the beastmen since Rughadjeen hasn't the time to go and look for it as he's needed in the city and his attendant noticed he had been acting pretty down since it was taken from him. It reminds him of the true courage and compassion he saw that night, and just a glance at it in battle reminds him of all the things he fights to protect. He's so loyal to the empress that even when he's been captured by beastmen, he only laments at how he's sorry he failed the empress and of his worries for Al Zahbi.
When not in battle Rughadjeen has a very formal air to how he holds himself, it's understandable given that he's the leader of the Serpent Generals as he holds his position very seriously. He swore his life to the job and it's clearly something he's passionate about fighting for. Even in peaceful times he's ever diligent in his work. He's seen scolding his attendant for being at the tea house when there was reports of enemy scouts in the city. I'd wager he works more than he ever gets to relax as thats something we never get to see in game anyways, but never is he shown to be tired because of it. It was reveled in an interview that the concept behind Rughadjeen was that of a class president. It fits his image well being serious, hard working, quick wits, great leader, and seemingly always calm and collected regardless of what is going on.

Another example would be with Zazarg, there was a time when the men who served under Zazarg snuck into Aht Urhgan to check on their old Captain. The fact Zazarg was seen with foreign military was enough to have suspicions on him. Thanks to Rughadjeen he was able to get the report changed to say that they were simple fisherman from foreign shores and nothing else as that is what the men had claimed to be themselves when they first arrived.
Besides bending the rules and using loopholes there is one notable exception. There is exactly one person Rughadjeen has been shown to lie for and that is Gadalar. Despite the massive amount of trouble Gadalar seems to get into, Rughadjeen always seems to cover for him. The time he lied for him was when Gadalar was supposed to attend a meeting where his superiors would question whether he was a traitor or not. Unsurprisingly Gadalar didn't show up, but Rughadjeen got him out of trouble temporarily by saying he was sick in bed with a fever so he couldn't make it. While the superior officers easily called him out on his lie, they commended him for protecting his own and set the meetings date for another time. When accusations aren't as serious, it's implied that Rughadjeen either makes Gadalar write apology letters to get him out of trouble or more believably he is the one writing the letters and he simply makes Gadalar sign them at the end. Gadalar and Rughadjeen certainly share a special bond. I would say Rughadjeen cares a great deal for him and respects his skills in battle.
All in all, Rughadjeen cares deeply for the empire he is sworn to protect and its a job he's serious about. He's got all the qualities that makes him a good leader and he's beloved by the soldiers. His good intuition with people also got him the best allies he could ever find in the other Serpent Generals.
